1. Approve Plans and Specifications and authorize staff to solicit bids for the Placer County Government Center Building 208, 209 & 210 (Bldg. 210) Reroof & HVAC Project, located at 11476 C Avenue, Auburn, with an estimated construction cost of $2,217,500.
2. Authorize the Director of Facilities Management, or designee, to award and execute a construction contract not-to-exceed $2,100,000, upon concurrence of County Counsel and Risk Management, and delegate authority to approve any necessary change orders, not to exceed $117,500, consistent with County Purchasing Manual and Section 20142 of the Public Contract Code.
9. HEALTH AND HUMAN SERVICES
A. Substance Use Treatment Services | Agreement with WellSpace Health, Inc.
1. Approve an agreement with WellSpace Health, Inc., for substance use treatment services from January 1, 2022 through June 30, 2023 in an amount not to exceed $2,520,534, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and to sign subsequent amendments up to $100,000, consistent with agreement’s current subject matter and scope of work with Risk Management and County Counsel concurrence.
B. California Department of Social Services Housing Support Program Allocation
1. Ratify signing and submittal of the Director’s Certification the revenue allocation agreement with the California Department of Social Services for the Housing Support Program from July 1, 2021 to June 30, 2024, in the amount of $1,599,627, and authorize the Director of Health and Human to sign subsequent amendments up to $100,000 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
2. Approve Budget Amendment Number AM-00604 in the amount of $734,382 for FY 2021-22 for the receipt of the additional Housing Support Program allocation.

A. 2022 Salary Adjustments for the Board of Supervisors
1. Introduce an Ordinance, waive oral reading, amending the un-codified Schedule of Classifications and Compensation Ordinance to implement salary adjustments for members of the Board of Supervisors pursuant to Placer County Charter Section 207.

A. Short-Term Rental Ordinance Adoption
1. Adopt an Ordinance (introduced on January 25, 2022) to repeal and replace Chapter 9, Article 9.42 of the Placer County Code to regulate short term vacation rentals.

E. Consulting Services Agreement Amendment #11 with ICF Jones & Stokes, Inc.
1. Approve the eleventh amendment to the contract with ICF Jones & Stokes, Inc. to increase the cost by $115,000, resulting in the total new contract amount of $1,699,526.00.

1. Approve a Letter of Support to become a member of the American Association of Retired Persons Network of Age-Friendly States and Communities and authorize the Chair of the Board of Supervisors to sign the letter with Risk Management and County Counsel concurrence.
B. Mercy Housing | Memorandum of Understanding
1. Approve an evergreen Memorandum of Understanding (MOU) between Homeless Resource Council of the Sierras, Mercy Housing California 99, L.P., Nevada Sierra Connecting Point Public Authority, Adult System of Care and/or their designated Full Services Partner to reserve 20 housing units for the sole purpose of guaranteed housing placement for Placer County residents who are No Place Like Home or Full Service Partnership-eligible tenants at 2930 1st Street, Auburn, CA 95603 at the Placer County Government Center and authorize the Director of Health and Human Services to sign the MOU with Risk Management and County Counsel concurrence, and sign subsequent amendments, consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
C. Peer Support Specialist | Contract with Advocates for Mentally Ill Housing, Inc.
1. Approve a contract with Advocates for Mentally Ill Housing, Inc. to provide additional Peer Support Specialist staff for Placer County’s Substance Use Disorder program in an amount not to exceed $328,577.27 from September 1, 2021 to June 30, 2025 and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and sign related documentation subsequent amendments up to $32,857, consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
2. Approve Budget Amendment Number AM-00603 in the amount of $71,206 for FY 2021-22 for the receipt of Substance Abuse Prevention and Treatment Block Grant funds.
D. Emergency Child Care Bridge Program for Foster Children | Placer County Office of Education
1. Approve an amendment with Placer County Office of Education for Emergency Child Care Bridge Program, for foster parents in need of childcare during the Resource Family Approval process, to increase the contract by $86,378 for an amount not to exceed $226,579 for the period of July 1, 2021 through June 30, 2022, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and authorize the Director of Health and Human Services to sign subsequent amendments up to $22,657 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
E. Mental Health Student Services Act | Contract Amendment with Placer County Office of Education
1. Approve an amendment with Placer County Office of Education to extend the contract term by one year for the period of September 1, 2020 through August 31, 2025, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and authorize the Director of Health and Human Services to sign subsequent amendments up to $100,000 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
F. Title IV-E Foster Youth Services | Contract Amendment with Placer County Office of Education
1. Approve an amendment for a matching contract between Placer County Health and Human Services and Placer County Office of Education to increase the County’s contribution by $82,200 for a total not to exceed $481,000 for the period of July 1, 2021 through June 30, 2025 for the purpose of coordinating Educational Support for Dependent Youth, and authorize the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence and subsequent amendments up to $48,100 of the HHS contribution and up to $100,000 of the PCOE contribution, consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
G. Wellness Centers | Amendment with Placer County Office of Education
1. Approve an amendment with Placer County Office of Education to expand the County-School Mental Health Triage Grant Program increasing the contract by $242,884 for a total amount not to exceed $5,350,098, extend the contract term by one year for a new period of December 1, 2018 through November 30, 2023, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and authorize the Director of Health and Human Services to sign subsequent amendments up to $100,000 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
H. Rocklin Police Department Project Lifesaver Agreement
1. Approve an agreement with the Rocklin Police Department to provide Project LifeSaver services in an amount not to exceed $12,252 for the period of January 1, 2022 through June 30, 2022 and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and sign subsequent amendments up to $1,225, consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
I. Specialty Mental Health Services | Amendment to Agreement with Department of Health Care Services
1. Adopt a Resolution to approve an amendment to agreement 17-94602 with the California Department of Health Care Services to provide or arrange for specialty mental health services to eligible Medi-Cal beneficiaries from July 1, 2017 through June 30, 2022 and authorize the Director of Health and Human Services, or Designee, to sign the amendment and related documentation with Risk Management and County Counsel concurrence.

1. Adopt a Resolution directing the preparation of the Engineer’s Report for FY 2022-23 for the Granite Bay Parks, Trails and Open Space Maintenance and Recreation Improvement District.
1. Adopt a Resolution authorizing receipt of $177,952 in Proposition 68 Per Capita Grant funds allocated to Northstar Community Service District for construction of the Martis Valley Trail.
2. Approve Budget Amendment #AM-000602 to increase the FY 2021-22 spending authority for Project Account PJ00065, Martis Valley Trail, by $177,952. pending execution of associated Per Capita Grant Agreements.
20. PROCUREMENT - In accordance with County Policy, non-contested competitively awarded bids under $400,000 are placed on the Consent Agenda.
A. Election Precincts Drayage Services | Chipman Corporation of Sacramento, CA
1. Approve the award of competitive Bid No. 20253 to Chipman Corporation of Sacramento, CA for election precincts drayage services in the maximum amount of $315,000 for the initial two-year period of February 8, 2022 through December 31, 2023.
2. Approve the option to renew the resulting agreement for two additional two-year terms not to exceed $315,000 per contract period.
3. Authorize change orders up to a maximum cumulative amount of $31,500, consistent with Placer County’s Procurement Policy, and authorize the Purchasing Manager to sign all required documents, subject to departmental concurrence and available funding.
B. Automotive Body Repairs and Painting Services | Multiple Firms
1. Approve contract amendments to increase existing agreements with The Ivie Group, Inc. dba Maaco Collision Repair & Painting of Roseville, CA and Ambrose Auto Body, LLC. dba Winner Chevrolet Body Shop of Chicago Park, CA for automotive repair and paint services in the aggregate amount of $80,000 for a new aggregate total of $228,000 effective through June 30, 2022.
2. Authorize the Purchasing Manager to sign all required documents.

A. Authorization to Apply for CalRecycle Grants and Payment Programs
1. Adopt a Resolution ratifying the submission of one grant application to CalRecycle for $151,345, authorizing the submittal of applications for all CalRecycle grants and payment programs for which Placer County is eligible, and appointing the County Executive Officer, Director of Public Works, Director of Health and Human Services, or their designees, to execute grant or payment program agreements pursuant to the terms contained in the Resolution.
