A.    2022 Annual Adjustment of Regional Traffic Fee Programs

1.    Conduct a Public Hearing to consider the following:

a.    Adopt a Resolution modifying the Capital Improvement Program and Fee Schedule to adjust for changes in construction costs for the Placer County–City of Roseville Joint Traffic Fee Program for FY 2022-23, effective August 22, 2022.

b.    Adopt a Resolution approving the inflationary increase to the County’s portion of the South Placer Regional Transportation Authority’s Tier II Development Fee for FY 2022-23, effective August 22, 2022.

A.    Placer Re-Entry Program Counseling and Educational Services | Contract with Sacramento County Office of Education

1.    Approve and authorize the Purchasing Manager to sign a negotiated agreement with Sacramento County Office of Education for counseling and educational services in the maximum amount of $880,000 for the period of July 1, 2022, to June 30, 2023.

2.    Approve the option to renew the resulting agreement for two additional one-year terms with a renewal amount not to exceed 10 percent in aggregate of the maximum amount and authorize the Purchasing Manager to sign all required documents subject to County Counsel and Risk Management approvals, as well as departmental concurrence and available funding.

A.    Adult Residential Services | Agreement with Psynergy Programs, Inc.

1.    Approve an agreement with Psynergy Programs, Inc for the period of July 1, 2022 through June 30, 2024 for Adult Residential Services for a total amount not to exceed $730,000 and authorize the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence and any subsequent amendments up to $73,000 consistent with subject matter and scope of work with Risk Management and County Counsel concurrence.

B.    Advocates for Mentally Ill Housing, Inc. Housing Coordinator Amendment

1.    Approve an amendment with Advocates for Mentally Ill Housing, Inc. (AMIH) for housing coordination services to increase the contract by $302,431 for an amount not to exceed $495,383, and increase the term of the agreement from July 1, 2022 through February 28, 2023, for a revised term of July 1, 2021 through February 28, 2023, and authorize the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence and to sign any subsequent amendments not to exceed $49,538 consistent with subject matter and scope of work with Risk Management and County Counsel concurrence.

1.    Approve a contract with the Latino Leadership Council, Inc. to provide support and advocacy to the Latino community from July 1, 2022 through June 30, 2025 in the amount of $270,000, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign any subsequent amendments up to $27,000 consistent with subject matter and scope of work with Risk Management and County Counsel concurrence.

2.    Approve a contract with the Native Alliance of the Sierra Nevada Foothills to provide support and advocacy to the Native American community from July 1, 2022 through June 30, 2025 in the amount of $657,000, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign any subsequent amendments up to $65,700 consistent with subject matter and scope of work with Risk Management and County Counsel concurrence.

1.    Approve an amendment with CAL VOICES to provide a Family Advocacy Program, to increase funding by $1,047,446 for a new total amount not to exceed $2,537,168 and extend the term for an additional year, for a revised period of July 1, 2020 through June 30, 2023, and authorize the Director of Health and Human Services to sign the amendment with Risk Management and County Counsel concurrence, and to sign subsequent amendments up to $100,000 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.

E.    Community-Based Services | Agreements with KidsFirst Child Abuse Prevention Council, Lighthouse Counseling & Family Resource Center and Crisis Intervention Services

1.    Approve a contract with KidsFirst Child Abuse Prevention Council of Placer County to provide community- based services to improve child and family outcomes and promote well-being  from July 1, 2022 through June 30, 2023 for a total amount not to exceed $884,213 and authorize the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence and to sign subsequent amendments not to exceed $88,421 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence. 

2.    Approve a contract with Lighthouse Counseling & Family Resource Center to provide community-based services to improve child and family outcomes and promote well-being in the amount of $486,600 from July 1, 2022 through June 30, 2025, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and to sign any amendments not to exceed $48,660 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

3.    Approve a contract with Crisis Intervention Services to provide community-based services to improve child and family outcomes and promote well-being in the amount of $405,000 from July 1, 2022 through June 30, 2025, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and to sign any amendments not to exceed $40,500 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

9.    INFORMATION TECHNOLOGY

A.    Increase Budget Amount Microsoft Enterprise Agreement – Dell Marketing LP

1.    Approve an increase of $996,975 for the three-year Microsoft Enterprise Software Licensing Agreement with Dell Marketing L. P., for a new total amount not to exceed $3,932,039.

2.    Authorize the Purchasing Manager to sign all required documents.

 

10.  PUBLIC WORKS

A.    FY 2022-23 SB 1 Project List Approval | Fuel Tax Revenue

1.    Adopt a Resolution adopting a list of projects for FY 2022-23 funded by SB 1 in accordance with Section 2034 (a)(1) of the California Streets and Highways Code to be eligible to receive anticipated funding in the amount of $10,118,913 from the Road Maintenance and Rehabilitation Account.

 

11.  COUNTY EXECUTIVE

A.    Indigent Defense Services | First and Second Level Conflict

1.    Approve and authorize the County Executive Officer to sign a four-year agreement for First Level Conflict Indigent Defense Services with Cohen Defense Group, for the period of July 1, 2022, through June 30, 2026, in the amount of $9,731,663.68, with a four-year option to renew.

2.    Approve and authorize the County Executive Officer to sign a four-year agreement for Second Level Conflict Indigent Defense Services with the Dan Koukol and Associates, Inc., for the period of July 1, 2022, through June 30, 2026, in the amount of $1,847,500, with a four-year option to renew.

1.    Adopt a Resolution authorizing designated staff to perform all actions necessary to obtain and execute the FY 2022, FY 2023, and FY 2024 Homeland Security Grant Programs.

 

E.    Short-Term Rental Fire Inspections | Memorandum of Understanding with Truckee Fire Protection District

1.    Approve and authorize the Community Development Resource Agency Director, or designee, to enter into Memorandum of Understanding with the Truckee Fire Protection District.

2.    Adopt a Resolution authorizing specified public agency officials to inspect short-term rental units for compliance with the County’s Short-Term Rental Ordinance.

 

16.  DISTRICT ATTORNEY

A.    Placer County District Attorney Fleet Vehicles

1.    Approve a FY 2021-22 Budget Amendment #AM-00659 for CC11001 – District Attorney to increase revenues and expenditures in the amount of $53,000. This increase in funds will come from Placer County District Attorney asset forfeiture funds and will not result in an impact to Placer County General Fund.

 

17.  FACILITIES MANAGEMENT

A.    Two Fluke Energy Loggers Advanced Versions | Approve Budget Amendment and Addition to the Master Fixed Asset List

1.    Authorize the purchase of two (2) Fluke 1738EUS Energy Loggers Advanced Version.

2.    Approve a FY 2021-22 Budget Amendment (AM-00649) to increase the fixed asset budget and decrease the professional services budget in Building Maintenance by $16,000 for no net impact.

3.    Add the equipment to the Master Fixed Asset list for FY 2021-22.

A.    Operation Tahoe Wellness Centers | Amendment with Tahoe Truckee Unified School District Amendment

1.    Approve an amendment with Tahoe Truckee Unified School District (TTUSD) for operation of Tahoe Wellness Centers, to increase funding by $99,102 for a new total amount not to exceed $407,796, and authorize the Director of Health and Human Services to sign the amendment with Risk Management and County Counsel concurrence, and to sign subsequent amendments up to an additional $40,779 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.

A.    Pathways iCare Facility | Memorandum of Understanding with Placer County Office of Education

1.    Authorize the Chief Probation Officer to sign a Memorandum of Understanding (MOU) with Placer County Office of Education for jointly funding prevention support staff at the Pathways iCARE Facility, located at 655 Menlo Drive, Rocklin, CA, in an amount not to exceed $75,000, for the period of July 1, 2022 through June 30, 2023, as well as subsequent amendments not to exceed $7500 above the total contract amount, consistent with the MOU’s subject matter and scope of work, with Risk Management and County Counsel concurrence.
